Recommendations for Change - # 76

An appropriate whip shall be carried in hand "OR" in an appropriate whip holder at all times while driving. The thong on the whip must be long enough to reach the shoulder of the farthest mules and donkeys. A driver not in compliance will be disqualified. 
 

Justification and impact if rule is not changed

Some exhibitors choose to drive in “open faced” (no blinders) bridles. Animals that are driven “open faced“ are in 100% view of the whip at all times during the class. The visibility of the whip in hand poses an
great disadvantage to the driver of the animal and the animals performance in comparison to the animals being driven with blinders that have no visibility of the whip. By requiring the whip to be held in hand "OR" in an appropriate whip holder the safety of the class will be increased. It will lessen the chances of an “open faced” driven animal to become frightened of the whip and jeopardizing the performance of other exhibitors.. 
 

Committee Comments

: The whip is considered a safety device in driving which allows the driver to communicate with his mule/team. In case of an emergency the driver has another cue to control his animal. If a mule can be spooked by another driver’s whip, the mule should be in blinders or would be considered unsafe. Control of the driving animal with a whip is part of the discipline and the judge must take into account the correct use of the whip. If an animal can be spooked by a whip, it is unsafe and should be shown in blinders.
